Fixing the MIC to get it ready for a real war would require overhauling it to work more or less like it did at the peak of WW2. That means 90%+ taxes, strict government oversight on all programs, business "owners" being more or less completely under Washington's control, etc. Never gonna happen in a million years - the current MIC is doing exactly what it was actually designed to do, which is provide a kayfabe for funneling public money into private hands and occasionally blow up poor people who can't fight back.
