Yeah I figured this was the end goal. As a fascist empire begins to crumble, it starts to lash out at the world even harder with its military.

It doesn't matter how much money they dump in the military. They will lose. They have no cause, no morale, no education, no more healthy citizens to sacrifice.

Sith history start with being invaded by Rakata, and unlike most other species, they actually managed to defend themselves. But they lost the later invasion by jedi renegades and become colonised and genocided. By the time of Palpatine, no original Sith population remains, only a tarnished name.

Yeah but all that was after jedi invasion, we barely know Sith history before. By the time they enter galactic stage in the Hyperspace War they are already completely colonised. Also at the end of said war iirc Cinnagar empress order entire species be genocided by WMD's, so by the time of SWTOR only few enclaves of them exist and most of the Second and Third Sith Empires are just ordinary humans.

They could've had both USAID and higher military budget. USAID budget is tiny compared to the military.
