Giving a regional industrial power a massive reparations bill as a symbolic dick waving exercise has historically gone really well for international stability.
it was fine when germany did it to france though. IIRC the french just ended up paying it.
also, germany was in the process of getting away with not paying most of the reparations that were in the versailles treaty.
so no, reparations being high was not the reason for germany going full nazi.
